IISc, Bangalore’s Science Technology and Innovation Policy course through the ITEC Programme will provide a forum for discussion on development of public policy to promote Science, Technology and Innovation. The course will include lectures, popular talks, group activities, roundtables, panel discussions, field visits and cultural immersion programs.

The online information session, scheduled for 05 Jan 2024, 5 PM IST (Indian Standard Time), will provide details on this course on Science Technology and Innovation Policy. Eligibility Criteria:

1. Participants must belong to one of the ITEC countries. (S/he must be in the age group of 30-59 Years or as per the rule of ITEC programme)

2. Participants should have a Bachelor’s degree (from a recognized University) in any branch of Science and Engineering.

3. Participants should be senior scientists and technologists, science and technology policy makers, senior administrators, and Heads of National Academies.

Background:

The DST-Centre for Policy Research (CPR), Indian National Young Academy of Science  (INYAS), JSD Tata Library, IISc, and Centre for Society & Policy, IISc are thrilled to announce a special lecture in celebration of the International Open Access Week 2023. Marking the seventh year in celebrating the international open access week by CPR at IISc, we are excited to invite you to the lecture titled “MetaROR: MetaResearch Open Review” aligned with this year’s theme ” Community Over Commercialization”. The lecture is focused on the “MetaROR” Platform- a community endeavor.

Celebrating its fifteenth year, the International Open Access Week stands as a global testimony to the movement for open access and open science. It aims to cultivate discussions and foster a broader embrace of open science as the standard in academia and research. Originally launched in 2007 as Open Access Day, a collaboration between SPARC and U.S. students, it has since expanded into an international phenomenon with events worldwide. This year’s theme, “Community Over Commercialization”, seeks to spotlight the pivotal role of the community in championing scholarly publishing, which is grappling with serious issues and needs urgent reforms.

This year’s event is even more special for DST-CPR as we are collaborating with the Indian National Young Academy of Science (INYAS) to broaden the research community’s participation in this important discussion. Researchers worldwide grapple with the “publish or perish” dilemma, leading some to fall into predatory journal traps. The issue is especially severe in the developing world.  Under the umbrella of the InterAcademy Partnership (IAP), INYAS has joined hands with three other international science academies, Bangladesh, Benin, and the Czech Republic. DST-CPR is the knowledge partner of this project. One of the missions of the project is to push for change at the highest levels to safeguard academic quality and integrity. What’s better than to discuss the way forward for the scientific community during Open Access week.

About MetaROR

To innovate scholarly communication and address challenges faced by the  Science and Technology Studies (STS) community, such as limited accessibility of literature and lack of community ownership, a collaborative group from diverse research backgrounds is introducing the MetaROR (MetaResearch Open Review) initiative. MetaROR, set to launch in late 2023, diverges from the traditional journal format. Instead, it embraces a publish-review-curate model, where works are initially made public on preprint servers before undergoing the review process. This approach not only expedites scholarly communication but also alleviates pressures on the peer review system by maximizing the efficiency of reviews. Unlike traditional platforms, MetaROR will be community-owned, emphasizing collaboration and interactivity among various research communities. The initiative seeks to foster dialogue and welcomes contributors to help shape this groundbreaking platform for STS and beyond.

Speaker information:

André Brasil is a researcher at the Centre for Science and Technology Studies (CWTS | Leiden University), focusing on national evaluation systems, scientometrics, scholarly publishing, open science, responsible research and innovation (RRI) and diversity in science, especially concerning multilingualism and geographic inclusion. As part of his activities, he is a member of the UNESCO Chair for Diversity and Inclusion in Global Science and a research fellow at the Research on Research Institute (RoRI). André is also affiliated with the Brazilian Agency for Support and Evaluation of Graduate Education (CAPES).

Abstract:

The landscape of evolving challenges from emerging infectious diseases is shaped by multifactorial interactions. Factors like climate change, demographic shifts, conflict and enormous cost of the pandemic on the economic health of developing nations are some of the factors. Biosafety and biosecurity are integral and essential elements factoring in National health preparedness and capacity strengthening. The conventional approach towards public health challenges is thus being reshaped from pandemic lessons-learned. The regulatory frameworks for biosafety by countries are being integrated globally through formal and informal mechanisms. The global commitments are firmly shaping up. A collated effort in addressing issues of antimicrobial resistance, emerging zoonotic infections, surveillance, developing and strengthening national laboratory systems are need-hour factors in the challenge. The problem identification and solving are being addressed through more innovative mechanism viz. the “Action Package Concept” of the Global Health Security Agenda. The UN sustainable developmental goals being central to the objective. The talk will review the evolution of biological threats, elements of biosafety policy framework with relevant examples and look at future directions in this challenging area from a national and international context. 

About the speaker

Professor Atanu Basu

Prof. Atanu Basu is scientist G with the ICMR- National Institute of Virology (NIV, Pune) and heads the Department of Electron Microscopy & Pathology. His group is focused on research projects related to virus pathogenesis, electron microscopy of viruses and pathophysiology of viral hemorrhagic fevers. Dr. Basu is an alumnus of the Presidency college Kolkata, the University of Florida Gainesville USA, the University of Pune and a Fogarty Fellow of the National Institutes of Health USA.
He is a member of the World Health Organization biosafety Technical Advisory Group (TAG-B) and has been a part of the Indian delegation to the UN Biological Weapons Convention (BWC). He serves in National and international advisory capacities in areas of biosecurity and has a strong research focus on emerging infectious diseases and global health security. He is a passionate academician and former adjunct professor of IIT-Mandi.

IOpen Science practices are yet to get momentum in the South Asian region. Considerable digital, technological and knowledge divides exist between and within South Asian countries. The adoption of open science practices holds a significant promise of progress for the STI ecosystem of this region. But with the promise of a better ecosystem come immense challenges as well. Developing policies for open science, investing in open science infrastructure, transforming scientific culture and incentivisation and investing in capacity building are some of the essential and primary requirements.

To address the challenges of fostering an open scientific framework and culture within this region’s STI ecosystem, we are organising OSSAN IDEATHON 2022, a first-of-its-kind event that aims to invite tangible solutions to facilitate open science in the region of South Asia. Students, academics, developers, Open Science enthusiasts, practitioners, researchers, and academics from diverse academic and professional backgrounds from South Asia are invited to share their unique, creative ideas on a set of challenges to facilitate Open Science in South Asia and build a foundation for collaboration among South Asian countries through innovative projects, applications and infrastructures.

The OSSAN IDEATHON 2022 invites submissions from undergraduate students to postdoctoral researchers in all disciplines, including science, technology, engineering, arts, humanities, and social sciences.

SUBMISSION GUIDELINES

  1. OSSAN ideathon is an individual/team-based event with not more than 5 people in a group. Teams can comprise participants from single/multiple organizations/institutions.
  2. All individuals/teams will be allowed to submit a maximum of one idea on any theme/s mentioned.
  3. Choosen problems should be relevant to solving Open Science challenges in South Asian country/s or they should promote Open Science collaboration in the South Asia region.
  4. Submissions of innovative ideas can be sent in the format of pdf with a content limitation of 1000 words (doc/docx/pdf) with optional supplementary material like videos of maximum 300 seconds and/or presentations of maximum 10 slides.   5. The submitted ideas will be licensed with Creative Commons license (CC BY 4.0/NC/SA) and all submissions will be published/uploaded as knowledge products on the OSSAN website. For more information on Creative Commons license, please click here.
  6. The only way to submit your ideas is through this google form. Submissions through any other means will not be admitted.
  7. The registration and submission will begin at 8:00 AM, 1st December and the deadline will be at 10:00 PM, 30th December Deadline extended to 15th January, 2023. We suggest participants submit their ideas before 10th January to avoid delayed submission due to technical problems.
  8. Please read the Code of Conduct before submitting your ideas.
  9. Plagiarism in any form will attract desk rejection of proposals/ideas

This is an online event and registration is free. All entries would be reviewed by a jury and top three entries would be given prizes. All participants would be given e-certificates for participation.

Abstract

Science, Technology, and Innovation are assumed to contribute to the well-being and Sustainable Development Goals. However, there are debates on the extent of this contribution. In this presentation, he explores the degree of alignment of research priorities with societal needs in topics such as disease types, mental health, and rice research. Bibliometric evidence suggests that research is relatively concentrated on topics relevant to the Global North, aligned with economic interests and academic prestige. In the face of these findings, he argues that more epistemic diversity is needed to address global challenges and that the participation of stakeholders in priority settings may help in pluralizing research agendas.

Biosketch

Ismael Rafols works on developing novel approaches to S&T analysis, using mixed methods for informing evaluation, foresight, and research strategies. His current focus is on thematic diversity and inclusion in research and policy priorities for social issues such as rice research, bird flu or obesity, or Sustainable Development Goals.

Ismael has been involved in initiatives on ‘responsible metrics, such as the Leiden Manifesto, the EC Expert Group on Open Science Indicators, or discussions on inequalities in research across topics and regions. Previously, he had developed indicators and mapping methods for the evaluation of interdisciplinary research. He received an MSc in Science and Technology Policy from SPRU (Sussex), a PhD in biophysics from Tohoku University (Sendai, Japan), and a postdoc in nanobiotechnology at Cornell University. Before CWTS, he worked at SPRU (Sussex) (2005-12) and Ingenio (CSIC-UPV) (2012-19).

ABSTRACT:

Scientometrics is the study of science, science policy, and communications in science using quantitative methods. It primarily looks into the quantitative features and characteristics of science and scientific research by studying scholarly literature, mainly journal articles, citation, impact factor etc. Databases such as Web of Science, Scopus, and Dimensions are the primary data sources. This lecture will provide the participants a basic understanding of the field and a brief overview of the mentioned databases. It will help them navigate these databases and use certain features to understand the impact of their own research.
